The rage meter gets filled up when you are fighting with the people around you. The more combos, moves and punches you hit, the quicker your Rage meter fills. The Rage meter is actually your ability and when your rage meter is full, you can deliver powerful hits and invincible combos. The Rage meter gets depleted if you are not getting anyone to beat up and not killing people.
